As of a patch release on April 4, 2013, the Photonic Studies Scientist no longer reduces the recharge time on

Photonic Shockwave Torpedo.

As of 1/1/2019, while testing, this DOFF reduces the cooldown on shockwave, but not the Photonic Officer!!!!!!
