Go back into the main foyer of the Academy and on your right behind one of the counters is a Personnel Officer.

Interact with the Personnel Officer and the mission completes, ending the chain and bringing up a new dialogue box leading to the next mission Welcome to Earth Spacedock. This is the first mission in the Klingon War Episode.
