The Andak project is a Federation-funded program led by Keiko O'Brien. The project is intended to restore Cardassia Prime's agricultural base, eventually aiming to transform Cardassia Prime's barren desert climate into that which will support sufficient crops to feed its population.
The Andak project met with stiff resistance from xenophobic Cardassian groups, such as the True Way and Gul Macet's conservative bloc of the government. Only with Cardassian governmental adviser Elim Garak's support was the project able to proceed.
Experts at the Daystrom Institute had predicted that more successful projects such as the Andak proejct would be required if the Cardassian Union were to last more than a few years at the most.
