The Xaraxian Congress is the governing body of the independent Xaraxian people.

The Congress is responsible for initiating and maintaining formal relations with other species. Peace is highly valued while conquest is not considered civilized. In addition to governing duties the Xaraxian Congress is able to send envoys to friendly nations.
History[ | ]
- In 2406 the crew of the U.S.S. Stargazer (NCC-2893-A) established first contact with the Xaraxian Congress. A political entity such as the United Federation of Planets seeking peace and not conquest intrigued the Xaraxians.
- Shortly afterwards the Xaraxian Congress initiated diplomatic relations with the Federation, resulting in an offer for Xaraxian scientists to work and study at Memory Alpha made by the Federation Science Council. Zara Dren was one of these accepting the offer and subsequently was sent as an envoy.
- Due to the peaceful and curious nature of the Xaraxian people, future membership in the Federation seems likely.

- Zara Dren, versatile specialist at Memory Alpha, is currently the only known envoy sent by the Xaraxian Congress. She intends to learn more about the Federation member species in order to build bridges between her people and the Federation citizens by her presence.
