Creates an infobox for duty officer assignments.

Usage:

Repeatable must be either yes or no. Faction must be either Starfleet or Klingon, capitalized as such.

All of the rewards parameters — sp (Skillpoints), bosp (Bridge Officer Skillpoints), merits, honor, boe1, boe2, boe3, and boe4 — are optional. If all are omitted, the "Rewards" section is omitted altogether.
