A bureaucrat is a type of wiki user with special powers, beyond a typical admin (or "sysop" in wiki user group parlance).
Bureaucrats are able to rename users, as well as change the "rights" of a person. These include the "bot" right, the "sysop" right, the "patrollers group" right, among others.
