Councilor Rehu is a Romulan representative of the colony on Cirini Prime.

“Shadow Play”: Rehu thanks the player for returning T'Kela to the colony. She reveals that representatives of the Romulan Star Empire and Romulan Republic are present, each urging the colony to join their faction. She asks the player to speak to the representatives and give her their opinion of them. She also asks the player to speak to Relken, a survivor of the attack on Virinat.
