Start by talking to Captain Karen Andrews in OPS. She'll direct you to go find and talk to the diplomats, who are either in Quark's or somewhere around the promenade. Some of them will have optional objectives, detailed below. After finding and talking to all of them, she will tell you to find the missing speaker, who is in a "quiet spot" (the Bajoran temple) on the promenade. Once this is completed, you can move on to the next section, Discuss the Borg Threat.
Optional Objectives[ | ]
There are several optional objectives during the first portion of this mission. For Fed-aligned characters, they provide no significant rewards other than easier completion of the diplomatic conference, during which you will have a Mission Completion option when talking to each of the ambassadors. Without this option, you will otherwise need to fall back on dialog options unlocked by your current diplomatic rank.
However, for KDF-aligned, these optional objectives must be completed in order to successfully complete the conference.
(Optional) Diplomatic Distractions[ | ]
- Talk to Quark (the text incorrectly references Hadron) and persuade him to give you a Holodeck slot if you can convince one of the patrons to give up theirs.
- Talk to the three patrons in Quark's. The third one, no matter what order you talk to them, will be Zar, will offer to give you her/his slot, if you can find a buyer for an inventory of Self Sealing Stem Bolts. (When in a team, it seems to be broken if this is done by different team members. It works ok if the same team member speaks to all three bar patrons.)
- Go to the shipyard on the west side of the Promenade. Captain Va'Kel Shon will be happy to take them.
- Return to Zar in Quark's to report.
- Approach Quark about giving you the slot. However, the Ferengi will want to have a fee 10,000
to transfer the slot to you. At 2,000 you can get an accolade "Lobes for Business." You can barter to lower the fee to 100 . If you don't have that much GPL, play some Dabo to generate it. - Return to Surah.
(Optional) Home away from Homesick[ | ]
Offered by Elim Garak on the lower floor of the promenade:
- You need to acquire a bottle of [Bajoran Distilled Kanar]. Speaking to any of the following individuals will acquire the bottle.
- Commander Karen Andrews
- Ambassador Surah
- Quark
- Pag
- Prylar - Outside Bajoran Temple
[Bajoran Distilled Kanar] is character-bound on pickup and therefore unavailable from the Exchange. The regular [Cardassian Kanar] can't be used to complete this mission.
(Optional) USS Belfast Duty Officer Assignments (FED)[ | ]
Offered by Captain Va'Kel Shon in the shipyard, to Federation players only:

Discuss the Borg Threat[ | ]
In order to complete these objectives, you either need to have reached the diplomatic rank of ambassador or resolved the above mentioned optional objectives. FED/FED-ROM officers are allowed two Diplomacy attempts, KDF/KDF-ROM officers will have no such choices regardless of their marauding rank. Note: In order to take a seat. You must holster your weapon "H", then target one of the chairs and "fire" at it (left mouse). Alternatively you can target with your right mouse button.
Convince Cardassia to Join the Fight[ | ]
Cardassia cannot be convinced until the optional mission "Home away from Homesick" is done with success before the conference, by offering the Bajoran-distilled Kanar.
