A Medium Power Cell is a type of Power Cell, which is a single-use devices that provides a short duration energy damage buff. Using a Power Cell prevents the use of an additional Hypo or a Shield Charge for several seconds.

• This item boosts the Energy Damage of all kind of energy (Antiproton,disruptor,phaser..etc) on any weapon ( pistols,rifle,assault miniguns..etc) on ground combat.May not apply to your drones,turrets..(unconfirmed).
