Commander Jomar is a Romulan officer commanding the I.R.W. Rea.

“Shadow Play”: Jomar is leading a blockade of Cirini Prime. While the planet is not technically part of the Romulan Star Empire, Jomar claims the empress has "generously" extended her protection to include the entire region of space. He refuses to allow the player to return the colonist T'Kela to the planet, and instead opens fire. He is presumably killed when the Rea is destroyed.
