Civilian department/Info

The Civilian department consists of duty officers personnel who serve aboard starships, but are not officers or enlisted personnel, namely Advisors, Bartenders, Chefs, Colonists, Diplomats, Entertainers, Miners, Prisoners, Refugees, and Traders.
