Starfleet is a signatory to many treaties which restrict development of dangerous, amoral, and otherwise undesirable technology. Its mirror counterpart, the Terran government, has not signed any such treaties. Investigate recovered databases and other records to understand what they've accomplished in this area, and if there are any legal innovations to be gained from their work.

Final outcome: Success

Terrans have studied virtually every known criminal technology to varying results. Their eugenics program was terminated early under mysterious circumstances. Terran science has yet to unlock cloaking technology but effort continues. Their bioweapons research is top-notch, but has produced no immunological tech. However, their models for orbital bombardment have given us insight into the way panic varies across cultures. Thanks to your team's work we will be more efficient at evacuating threatened populations in the future.
