The upsides are that this assignment requires 1 colonist less and is just 1 hour instead of 3, but the downsides are lower average rewards (including both lower critical rewards and a higher chance of failure), and also this mission is not available on almost any space or ground map, but instead requires quite a bit of traveling to multiple Duty Officer Assignment Nodes before finding a node with this assignment available, so is more suitable as a bonus mission for someone who needs to visit a node for another reason.
