The Emergency Command Hologram is an artificial life-form and captain of the Federation starship U.S.S. Impetum Dominari.

History

Activation and first command

E.C.H. was originally created by Captain Janok on a remote Federation outpost in 2386. Originally designed to enhance the existing E.C.H. programming, Janok's creation proved itself capable of independent thought, creativity, and humor. E.C.H. assisted Janok with his work at the research station, offering himself as a testbed for new software. When Janok was transferred to the U.S.S. Solstice in 2394, E.C.H. was deactivated.

E.C.H. was reactivated in 2399 during a crisis on the Solstice. The ship was entering a hazardous nebula and its crew was sedated, so E.C.H. was left in command. The Solstice encountered an ancient base within the nebula, and the Starfleet vessel U.S.S. Hakata docked to it. Beaming down, E.C.H. discovered the remains of a long-dead race of tripeds and the corpses of the human crew. Gathering as much information as he could, E.C.H. returned to the Solstice and had the ship tow the Hakata out of the nebula.

Since there were no other qualified personnel available, E.C.H. was ordered to take the Hakata back to a Federation starbase. The ship was repaired and recrewed. In an unusual move, Starfleet Command decided to grant E.C.H. his own command, and assigned him to patrol shipping routes in the Beta Ursae Sector Block.

As a Starfleet provisionary captain

E.C.H. fulfilled his mission with precision. He was liked by his crew and superiors. In 2403 Starfleet Command, pleased with the results, ordered E.C.H. to head toward Cardassian space to deal with the True Way.

In 2404, the Hakata was damaged during an attack from a True Way Alliance attack ship. During essential repairs, an engineering team discovered a secret room within the ship, which housed a number of eerily recognizable objects; a set of Starfleet "agonizers", a pair of 22nd century uniforms with an insignia of a sword and Earth; and a glass tube around two meters in height. Concerned, E.C.H. ordered a deck-by-deck sweep for any similar items, which revealed the name "I.S.S. Hakata" on a bulkhead, as well as several components of Mirror universe origin.

E.C.H. chose not to share this information with Starfleet Command, and instead had his crew seal up the compartment and ordered them not to discuss it with anyone. Before he could investigate any further, E.C.H. was ordered to take command of the U.S.S. Impetum Dominari. The Hakata was taken into tow and moved to an unknown location.

E.C.H., operating on a hunch, ordered his crew to take this new ship apart to find any signs of Mirror Universe components. A power conduit on deck 12 revealed the same Terran Empire insignia as before, confirming that at least parts of the Impetum Dominari are of Mirror Universe origins. E.C.H. made it his personal side mission to find out who is assigning Mirror starships to him, as well as the origins of the Impetum Dominari.

<incomplete> E.C.H. continued to perform to the best of his ability as captain of the Impetum Dominari, placing his ship and crew at risk each day to fight the Borg and the Tal Shiar. As a result, skeptical members of Starfleet Command's administration ceased to view him as incompetent. E.C.H. was granted the full rank of captain in late 2409, and was assigned a second ship, the U.S.S. Experimental II, as a testing ship for new ship capabilities. E.C.H.'s excellent performance as captain of this Galaxy-X dreadnought cruiser led to the fleetwide revamp of all Galaxy-class vessels, including a new saucer separation technique for the Dreadnought Cruisers.

E.C.H. participated in many space conflicts during the Iconian War.
