Each skill category in the tiers have nine levels, which have diminishing returns as you spend additional skill points in those areas. Tier 1 (Lieutenant) skills cost 1000 skill points per level, followed by 1500 for Tier 2 (Lt. Commander), 2000 for Tier 3 (Commander), 2500 for Tier 4 (Captain), and 3000 for Tier 5 (Admiral / General).
