The Xindi Observer is a Xindi found at New Khitomer in 2769.

- “Time and Tide”: The Xindi Observer is one of the representatives to the signing of the Temporal Accords. If the player speaks to them in the main hall, the Xindi Observer reminds the player that the Xindi have been involved in temporal affairs before when manipulated by the Sphere Builders and speaks of their hope that the Accords will prevent such a thing from happening again.
