Powered Alien Artifact is obtained and used in the Children's Toys Duty Officer chain.
Specifically, the assignment “Infuse Alien Artifact with Rare Particles” (available at the Science Officer on your ship, under Special Projects) creates one of these by combining a [Strange Alien Artifact] with 1 of each particle trace.

- Since the revamp of the crafting system, this item has become obsolete due to the crafting system giving you the console you ask for, instead of a random result.
- The assignment however is still available from your ship Engineering officer in the Engineering Section
